Strategic Planning for the System:  The Process
The Louisiana Community and Technical College System is committed to elevating the quality of life of Louisiana's citizens through providing quality programs and services to meet the needs expressed within their communities. 

Development of the Executive Summary of the Louisiana Community and Technical College System's Strategic Plan is based on input from internal and external stakeholders, which include but are not limited to the following groups of people: LCTCS colleges' faculty and staffs, System Chancellors, System Office staff, members of the Board of Supervisors, and business and community leaders from throughout the state.   

The LCTCS knows the importance of developing a unified plan with broad based input to ensure System success at meeting the needs of our constituents.  The Executive Summary of the LCTCS Strategic Plan was developed as a comprehensive plan to not only address our System goals and priorities, but also as a way to fulfill the roles that have been established for us for the Board of Regents, the Department of Economic Development, and other agencies and organizations throughout Louisiana. 

In developing the LCTCS Strategic Plan, with the assistance of a consultant, all external and internal strategic plans were reviewed and compiled. These plans include: The Board of Regents' Master Plan for Higher Education, the Governor's Vision 2020 Plan, the then-current LCTCS Strategic Plan as well as the plans of our colleges.  In addition, the System identified strategic directions for its future, which would allow for efficiency and effectiveness in addressing our roles as workforce training provider and the developer of human capital.   

This comprehensive plan was developed by an Executive Committee, which consisted of individuals recommended by System Chancellors.  After the committee's work was completed, the plan went through a series of review and revision sessions with System Chancellors and their staffs, LTC Vice Chancellors, LCTCS Office Staff, and members of the business community.

This plan is not another shelf document to be dusted off once a year.  Rather, it is an active plan that reflects our desire to engage in a continuous planning cycle, constantly assessing our performance to identify strengths and opportunities for improvement.  Our goal is to work aggressively to implement the various components of this plan.  The System's achievement of the goals outlined will definitely elevate and advance the efforts of higher education in Louisiana.
