Carl H. Franklin
of Shreveport

Carl Henry Franklin entered the practice of law in 1985 upon graduation from Southern University School of Law. He initially concentrated in the criminal defense area, real estate, and torts and maintained a general practice with former law school colleagues and later on his own. Subsequently, he worked in two plaintiff law firms handling primarily personal injury lawsuits. Later on, Franklin, a graduate of the National Institute for Trial Advocacy-Southern Region joined the FDIC at its Bossier City Consolidated Office. After this office closed, Franklin assumed the position of Assistant City Attorney for the City of Shreveport. He now handles civil litigation, commercial litigation, real estate law and successions. He is admitted to practice in the District of Columbia, Louisiana, Texas and before the Supreme Court of the United States of America. Franklin has served on the Board since 2003 and previously served one term as second vice chair (’07-’08).

Mr. Franklin was appointed on April 9, 2003 and his service end date is July 1, 2013.
