Facilities Policies

The Office of Facilities Planning & Design and Risk Management oversees the following functions at LCTCS Colleges:

Property Management:

• Lease management for colleges
  • Seeks Board approval
  • Submission to state leasing office

Construction, maintenance and repairs of owned facilities:

• Routine and special facilities maintenance projects
• Capital Outlay
• Design review for new construction
• Change order approval

Third Party Construction Projects:

• Act 391 Construction Projects (Act 391)
  • 24 projects at LCTCS Colleges across the state
  • $174 million construction program
• Facilitates the maintenance reserve accounts for existing third party facilities

Fleet Management:

• Management and maintenance of state vehicle fleet at system office
• Fleet management audit for system office

Risk Management:

• Operational Risk Management Claims
• Criminal Complaints
• Safety and Security
• ORM Safety Audits
• Reporting to the Office of Risk Management
• Disaster Preparedness and Recovery
• Damage Claims
