Mr. Hardy is retired from Shell following a career that began in 1988 at Taft Chemical Plant in Louisiana, becoming an electrical engineer in 1991. Rhoman held positions of increasing responsibility in Shell’s manufacturing business.  Rhoman has also worked in Shell’s distribution and pipeline business overseeing Technical Activities for a portion of the USA. Rhoman worked in global assignments over 5 years supporting Shell’s global manufacturing business where he and his team were accountable for improving operational excellence in Shell’s manufacturing sites. 

Rhoman’s retired as the Vice President for the USGC/Pennsylvania manufacturing locations and General Manager for Shell’s site in Geismar, La.  Rhoman has a BS in Electrical Engineering from LSU and an Executive MBA from Rice University in Houston.

Rhoman is on the board of the Louisiana Chemical’s Association, Shell Pension Trust, BR Area Arts Council and the BR Area Chamber and he previously served on the Board for the Capital Area United Way.

Rhoman and his wife Jolene have two sons, Justin and Joshua and reside in Baton Rouge, La.

Mr. Hardy was appointed by Governor John Bel Edwards on January 24, 2020, and his service end date is July 1, 2023.  He represents an At Large position on the Board as required by statute.
